Trump told his new communications director, Anthony Scaramucci, that he could not deliver tough financial reform policy because he had not named a Treasury secretary, according to a source with knowledge of the exchange.

Trump told Scaramucci he needed someone with his “mental aptitude and toughness,” and the two discussed Priebus, the source said.

Trump named Mnuchin to the post, the source said.

Scaramucci, as he was leaving Trump Tower, told reporters, “Sometimes things just don’t work out. We are loyal to our president. We believe in him.”
